Buckhead Church Development Receives Final Land Use Approvals

[Update] Mayor issued a veto on this development. The veto will be considered by the Council on November 15th.

Earlier this year, Greenstone Properties, the Atlanta-based real-estate company, submitted plans and a request to rezone the 13-acre site located at 3626 Peachtree Rd. NE on behalf of Church at Wieuca, formally known as Wieuca Road Baptist Church. In June, as reported by What Now Atlanta, the original plan contained 450 multi-family units and a 512,000 square foot office tower.

Last week, the Atlanta City Council conditionally approved the rezoning from SPI-12 SA, SPI-12 SA, and R-3 to SPI-12SA 1, SPI-12 SA 2 and SPI-12SA 3, and an amended plan which now includes 444,000 square feet of office and accessory retail, 300 units of multi-family residential and an expanded parking deck. According to the site plan prepared by Kimley-Horn, the development will also include 38 townhome units and 13 single-family cottage homes.

In addition to the rezonings, the project received a Comprehensive Development Plan Amendment from High-Density Commercial, Low-Density Residential, and Single-Family Residential land use designations to the HDC land use designation.

According to the approved site plan, the office and multi-family building height will reach 382 feet. In addition, the height of the Church will expand 75 feet above the existing sanctuary floor elevation, and the cottage home and townhome heights will transition from 35 feet to 50 feet.

According to approved City documents, among the conditions of the rezoning and CDP amendment approval, the following pertinent items include:

  • Maintain construction noise timeframes of 8:00 p.m. and 7:00 a.m. the following day on weekdays or between 8:00 p.m. and 9:00 a.m. on a weekend day or legal holiday.
  • The multi-family building will be structured and constructed such that the residential units could be converted to condominium ownership in the future.
  • Applicant shall incorporate sidewalk level retail and/or active uses on all Peachtree Road and Wieuca Road facades of the office and apartment buildings.
  • Applicant shall provide a copy of its Tree Save Survey and Tree Replacement Plan to the President of NBCA concurrent with the filing of the original with the Arborist Division governmental authorities
  • Developer of the townhome and single-family property agrees to install a video surveillance cameras system that is capable of and connecting to them with the Atlanta Police Department’s Video Integration Center.
  • The Applicant shall provide a shared parking study/plan for uses located in the SPI-12 Subarea 1 portion of the property.
  • The Applicant shall support appropriate legislation that will require that all transportation impact fees generated from this development will be used to mitigate traffic in the area surrounding the development.

The approval by the City Council paves the way for the Church to seek construction permits.
