Delaware-based real estate investment and management firm Jamestown Parkside Shops LLP, submitted plans to the City of Sandy Springs, facilitating the redevelopment of the property located at 5920 Roswell Road with new restaurants, office space, and multifamily uses. The envisioned redevelopment plan requires a rezoning to allow for increased permitted height desired for several proposed uses.

Last week the Planning Commission reviewed the Parkside Shops request to rezone the property from CS-3 (City Springs three stories maximum height) to CS 6 District (City Springs Six Stories Maximum). The Mayor and the City Council will hold a public hearing on December 21, 2021.
According to City documents, the 7.95-acre property is currently developed with various retail, restaurant, and personal service businesses. A movie theater is also a major tenant in the development. According to the Fulton County Tax Assessors, the current improvements were built in 1987. The applicant states that they intend to displace 64,080 square feet of the retail recently located on the property with 51,400 square feet of redeveloped retail, 63,000 square feet of office use, five (5) townhouses, a building containing twenty-three condominiums, and 190 apartment units projected to consist of one (1) and two (2) bedroom units.
As stated in the application, the townhouses and condominiums are intended to be “for sale,” with the apartment units being available as rentals. A part of the intended redevelopment of the property is the continued operation of the movie theatre on the property known as “The Springs.” The site plan submitted with the application illustrates a 0.6-acre parcel known as the Common Green area and the 0.4-acre rooftop of green space above the movie theatre.
Approximately 15% of the proposed 7.95 acres of the area subject to redevelopment would be over three (3) stories tall. The applicant states this development is an opportunity to further the connectivity to and throughout the City Springs District with improved pedestrian and automobile access.
According to City Planners, the goal with the review of rezoning requests is to consider the appropriateness of the proposed change in regard to the potential allowed uses within the proposed zoning district rather than the specifics of future development. In the case of this rezoning request, the change is only in the permitted height from three (3) stories to six (6) stories and does not affect the allowed uses. Planners further suggested that the rezoning consideration should be primarily focused on the physical impacts to viewsheds and increased density to the immediate and neighboring areas.
