Boulevard Heights Reconfigured 1920’s Plat Moves on to a City Council Vote

The revised single-family development adds the number of homes allowed and would restore the unimproved grid street system as initially approved.

Parkwood Living LLC, a Georgia-based developer, submitted an application to rezone multiple properties, including 672 Pershing Avenue SE, facilitating replatting the existing single-family lots into smaller single-family lots in the Boulevard Heights community.

Last week, the Atlanta Zoning Committee recommended conditional approval to rezone the properties from R-4 (single-family residential) to R-4B-Conditional. The land use request will be presented to the Atlanta City Council on December 6, 2021, for the final decision. A land-use amendment was not required because the project is already consistent with the low-density residential classification as indicated in the Comprehensive Development Plan.

According to the application documents, the properties were initially platted in 1923 and arranged in a traditional grid street plan accessible from Francis Avenue SE, Pershing Avenue SE, Lonetia Ave SE, and Morley Avenue SE. However, because significant portions of Lonetia Street SE and Pershing Avenue SE were never constructed, they remained “paper streets” and landlocked fifteen lots behind 1149 Lonetia Avenue SE and 678 Pershing Avenue SE.

The owner proposes constructing the “paper streets” of Lonetia Street SE and Pershing Avenue SE and reconfiguring the existing property lot lines. The new zoning designation would allow the vacant lots to be divided into twenty single-family lots.

As summarized by the application documents, the Developer has worked with the Boulevard Heights community and developed sixteen conditions concerning dedicated greenspace, tree removal, stream buffer protection, minimum lot areas and setbacks, sidewalks, and stormwater management.

The Developer stated that the rationale for the rezoning and redevelopment plans would complement and protect the existing Boulevard Heights single-family community by developing and improving otherwise vacant properties and unimproved streets. The redevelopment will also complete the grid street plan of the community and bring the site into stormwater maintenance compliance. Additionally, the Developer states that the project preserves the single-family character of the neighborhood.

The single-family homes are anticipated to have a selling price of $600,000 per unit.
