A new project aims to bring affordable housing to Decatur.

The first phase of the development called Village at Legacy, which includes 66 units via garden-style apartments and duplexes, has begun vertical construction, Urbanize Atlanta reports. The units would be spread across several two-story and three-story buildings. The site is southeast of Downtown Decatur.
Decatur Housing Authority is serving as developer of the project. According to DHA, the city purchased the 77-acre site (the former United Methodist Children’s Home) in 2017. They then conducted a planning process to create a master plan for Legacy Park. The City of Decatur will continue to own the land, entering a long-term ground lease with DHA for the housing project.
According to a site map, phase one, called the South Housing Village, is located at the corner of South Columbia Drive and Katie Kerr Drive. Construction on phase one is expected to be complete in summer 2025. The next phase, called the North Housing Village, is slated to include another 66 units.
“The Village at Legacy successfully integrates the new housing into Legacy Park’s pleasant setting while providing affordable housing in a city that offers excellent education, employment opportunities, health services, and recreational amenities,” according to DHA. “In addition, residents will enjoy community amenities including a large community center and green space, a business center, a barbeque pavilion, and raised garden beds. DHA will also be extending its robust resident services program to serve Village at Legacy residents.”
Established in 1938, Decatur Housing Authority began with a primary focus on building housing for low-income households. It has since expanded to focus on revitalization of Decatur as a whole.
DHA’s affordable housing portfolio includes Decatur properties like Swanton Heights, Oakview Walk and the Allen Wilson Apartments.
